In 2025, a unified register of cargo carriers may appear in the Russian Federation

The bill, developed by the head of the State Duma Committee on Transport and Development of Transport Infrastructure Evgeny Moskvichev, has been introduced to the State Duma and envisages the creation of a “unified registry of cargo carriers” in Russia. According to the new proposal, if the document is adopted, it will come into effect on March 1, 2025.

According to the bill, inclusion in the registry will be the basis for conducting commercial activities for the transportation of goods. Currently, a notification procedure is in place in Russia. According to Rostransportnadzor, as of April 2, 2024, only 46,121 owners of cargo vehicles have notified about the commencement of transportation activities, which is less than 20% of the total number of vehicle owners. The creation of the registry will allow legislators to control the activities of 80% of carriers and their vehicles, which, as stated in the explanatory note, will contribute to the legalization of transports conducted through gray schemes.

The author of the bill is confident that the implementation of the new provision will bring an additional 450 billion rubles to the budget annually. The registry must necessarily include trucks weighing more than 3.5 tons used for commercial purposes. Vehicles used for personal purposes are not subject to registration. The bill also provides for the creation of a national digital transport and logistics platform called “GosLog,” on the basis of which the registry will be maintained. This platform will allow companies to process all necessary documents for cargo transportation electronically.
